1. A device for heating and cooling a surface, the device comprising:

  • a first volume, defined by a first web, containing a first high thermal capacity material;

    a second volume, defined by a second web, containing a second high thermal capacity material, the first and second volumes being sealed from each other so that the first and second high thermal capacity materials cannot mix; and

    the first and second webs being connected to each other by a mechanical interconnection, and the second high thermal capacity material being confined wholly within said first volume.
